Not your typical CPA firm
We specialize in part-time and interim CFO/Controllership services. Most accounting firms are not built to cost-effectively provide these type services. Since 1984, most of our billable work has stemmed from referrals from other CPA firms. In some engagements, these firms will bundle JE Moore’s work as part of their services to their clients; in other cases, we’ll be directly retained by those firms’ clients. In addition, many of our assignments do not involve other CPA firms. Instead, we simply work for clients obtained through general business development efforts and through referrals from existing clients, prior clients, and others. The firm’s founder and owner, Jeff Moore, oversees all operations and functions as the lead client service executive on each assignment. Other staff who are part of our engagement teams can be employees of the client organization and/or retained by or referred by JE Moore from its vetted network of independent accounting and consulting professionals. Members of our on-demand, staff-to-partner level talent-pool practice as solo practitioners or as owners/staff of firms with whom we have developed alliance relationships.

In business over 25 years
JE Moore was formed in 1984 after Jeff had worked in public accounting for seven years. The firm’s first project was a ten-month part-time controllership assignment for a $5 million/year privately held business involved in a Chapter 11 bankruptcy proceeding. This project, and then a two-year VP of Finance role with another company, were for clients of Jeff’s prior employer, Ernst & Whinney (now Ernst & Young). This began a long-time scenario which still continues to this day, in which E&Y and other accounting firms would recommend Jeff to their clients and prospects for various part-time and interim accounting and consulting projects. To-date, Jeff has over 34 years of professional accounting experience…involving over 600 organizations, small and large, and in just about every industry. We invest in building trusting, long-term relationships with our clients. Read more about our experience and clients.
Customized services and fees
Each JE Moore engagement begins with sufficient fact-finding procedures and the development of a problem identification and service needs assessment, an estimated service timetable, and a fee quotation. These “no-cost” steps are conducted collaboratively with the client and then documented in a mutually agreed-to engagement letter. We work hard to ensure only “cost-effective” services are planned. Fees are typically based on an hourly-rate basis, but sometimes will involve flat weekly or monthly rates and/or engagement success fees. Throughout each assignment, we regularly communicate with the client about the results of our procedures and the expected impact on completion timetables and fees. This helps make sure the client is not surprised by late work-product or more-than-expected fees.

Hi John…After we got off the phone it hit me that there is a potential solution to your interim situation. I have known Jeff for many years. Although we did not work directly together at Ernst & Young his reputation for quality work was well known. Since that time Jeff and I have had many mutual friends and clients that he has worked with. I have never heard a bad thing about Jeff in 30 years. Only good. He is a stand up guy. Does what he says he will do. Not many folks you can say that about these days.
— Robin Hensley, President, Raising the Bar
I have had the great pleasure of knowing and working with Jeff in various high-level capacities over the recent years including as a fellow Board Member of the Georgia Chapter of the Association of Certified Fraud Examiners. Jeff’s Board of Director/client-facing abilities in complex investigation engagements, combined with his roll-up the sleeves approach to determine the root cause of issues in forensic engagements, has proven him to be a well sought after professional in Atlanta.
— Dave Peacos, Partner, Gifford Hillegass & Ingwersen, LLP
Jeff and I have worked together on a number of boards over the years. His commitment to service and attention to detail distinguish him as a contributor, not just a passive member. If you want to get results, keep Jeff in mind.

While President of a $500 million/year publicly held corporation, I retained Jeff to assist in developing and kicking-off our year-one Sarbanes-Oxley Section 404 compliance effort. Recommended to us by our Big-4 audit firm, Jeff proved to be a very cost-effective solution. Over the four-month period Jeff served us, he consistently provided expert advice as well as hands-on professional assistance. He communicated extremely well with our executive team and other key managers and staff. Jeff is a true professional and I would give him the highest recommendation without hesitation.
— Mark Diamond, Principal, Advantage Talent, Inc.
Jeff, I want to thank you for all your hard work and efforts on the forensics project. I don’t recall ever seeing such a valuable body of work produced in such a short time, including delivering an extraordinary report. Thanks for all the hard work and exceptional efforts under extreme pressure. I hope we have the opportunity to work together again…perhaps as soon as next week.

Jeff has provided part-time CFO/Controller services for my companies for over ten years. During this period, I’ve referred him to numerous clients and business associates. In 1996, I retained Jeff for business turnaround services relating to a company I acquired and later disposed of. The company had annual revenues of about $2 million. Jeff functioned as an interim COO/CFO for about 3-4 months, providing specialized assistance with a wide variety of tasks, including short-term and long-term viability analyses; cash management and control systems; financial reporting; business monitoring; business and cash-flow planning; and liquidation analyses. Jeff is very skilled in his work and has always served me and my companies in a highly professional manner.
— George M. Hiller, JD, LLM, MBA, CFP, President and CEO, George M. Hiller Companies, LLC
I hired Jeff as a subcontractor to provide services as a professional accountant and consultant. The project Jeff was hired for was to assist us in our troubled company turnaround and restructuring work for a large (>$600 million in sales) NYSE company. This company had been experiencing continuing sales and gross margin declines and was attempting to reduce its cost structure so as to fit its shrinking revenue size. The company’s struggle was reflected in its continuing operating losses. At the same time the company was attempting to restructure its debt and equity. The company was in violation of its restrictive debt covenants and the largest holder of common stock was seeking a liquidity event. Just prior to our assignment a new CEO was brought in to turnaround the company; we were assisting him in his efforts.
During the first six months of the CEO’s tenure all of the top management personnel were replaced. This caused a difficult environment for the consultants. Both the business and human dynamics had tremendous swings. Despite the environment, Jeff integrated his efforts to the project with great skill and diplomacy. Jeff’s assignment focused on understanding and recommending changes to the business processes in the general accounting, the purchasing and accounts payable, the credit and collections, and the treasury and cash management functions. His observations and recommendations considered both the required levels of internal controls and process activity changes necessary in order to do more with fewer personnel, integrating technology to assist in the effort. Jeff’s efforts were complicated by the abrupt departure of the CFO and Treasurer. The CEO recognized Jeff’s contribution when he offered Jeff the CFO position. During this assignment Jeff was a key interface with the primary bankers and suppliers personnel. Jeff performed superbly. His observations and recommendations resulted in the company improving its cash flow.

Jeff: Good news—we settled the case at the end of the day yesterday, for $90,000. The judge handled both sides well. He ultimately told both sides that based on what he’d heard of the case, he thought it very likely that a jury would split the baby, and he recommended $100,000 as an appropriate settlement amount, which was at the low end of what John and I had discussed as being a sufficient amount. The defendant wasn’t going to go any higher than $80,000, but the judge eventually got them to $90,000. For the extra $10,000, it wasn’t worth several more months of litigation and the risk of not recovering enough at the end to pay for it, so we reluctantly agreed to it. If the test of a good settlement is that both parties are equally unhappy, this was probably a good settlement. Your help was invaluable. I appreciate your taking this on with relatively short notice. I will definitely keep you in mind for accounting issues in any other cases.
